Innovations In Public Administration: The Experience Of Developed Countries And Prospects For Their Implementation In Ukraine

Abstract

The article explores the significance of innovation in public administration as a key instrument for modernizing state institutions and enhancing their efficiency. It analyzes the experiences of developed countries, such as Estonia, Sweden, Denmark, Singapore, Finland, and the United States, in implementing digital technologies and innovative governance models. It is noted that the digitalization of public services, the introduction of «smart cities», and the use of Big Data, and artificial intelligence significantly optimize public administration, ensure transparency, and minimize corruption risks. Special attention is devoted to the Ukrainian context. The article examines achievements in implementing tools such as the «Diia» portal, the ProZorro system, Open Data platforms, and participatory governance initiatives at the local level. It also addresses challenges faced by Ukraine, including insufficient funding, limited technical capacity, the need to harmonize legislation with European Union standards, and the necessity of transforming the culture of interaction between citizens and authorities. Considerable emphasis is placed on the importance of professional development for public sector personnel. Successful international practices, such as Singapore’s «Public Service Leadership Programme» are highlighted, along with opportunities for Ukraine in this area. The need for investments in human capital and the reform of the education system to prepare specialists with digital skills and creative thinking is underscored. The role of civil society in promoting innovation is discussed, with an emphasis on the importance of open platforms for public consultations. The potential of public-private partnerships is analyzed as a means to address critical tasks, such as infrastructure modernization and service development. It is noted that the successful implementation of innovations in the field of public administration requires political will, engagement of international assistance, and adaptation of best practices to the national context. It stresses the need for systematic monitoring and evaluation of the effectiveness of implemented changes to ensure alignment with society’s real needs. It is argued that innovation in public administration is not only a crucial factor for modernization but also a means of fostering partnerships between the government, citizens, and businesses. The article concludes that Ukraine has significant potential for implementing innovations in public administration, which would contribute to the country’s sustainable development, enhance public trust in government, and strengthen its international reputation.
